Original poster here -- looks like we are all in the same boat! Someone posted last week that offers were going out, but they never responded to say which section.

Hi, folks:
This is for those of you who interviewed with EOIR. EOIR OCIJ asked us to notify a small group of its non-finalist candidates that, while not being identified as a finalist, they were still under FUTURE consideration, should positions become available. I've received several questions about what this means and whether they are finalists or alternates that are part of the "finalist" designation or whether that means that everyone who is a finalist will get an offer and so forth. To clarify, I offer the following:
If you are designated a finalist for OCIJ, it means that you are EITHER a first round offer candidate for an OCIJ position OR one of the alternates for those positions. This is the same definition of finalist that applies across the board. It does not necessarily mean you will receive an offer: if you are an alternate, the positions currently available may be filled before OCIJ gets to your name.
If you received a message advising only that you are not a finalist, then that's it. You are no longer a candidate under consideration by OCIJ.
If you received a message indicating that, while you were NOT a finalist, EOIR was nevertheless placing you "on hold" as a possible alternate, then your application is being retained for consideration in the future while this application remains open (e.g., until July 2021). This is an ad hoc status somewhere below the status of a finalist.

I just scrolled back, and it doesn’t look like anyone’s posted about an offer from any of the EOIR components, including BIA. Seems a little strange considering how many positions are within EOIR, but maybe the offers all went to people who aren’t following this thread ¯\_(ツ)_/¯
