What competitive liberal COA judges hire 3Ls?

Title. Do they pretty much all hire solely on-plan? If they do hire off-plan, is there a general sense of when they start looking at applications from 3Ls, or is it sort of random?

I think basically all of them do. As for when, it varies highly by judge. Some judges will only review applications for 3Ls on plan, so you'd be competing with next year's 2Ls. Some open up positions throughout the year and review on a rolling basis. Some review 3Ls shortly before the plan opens. They'll typically say in their OSCAR positing when they review applications from 3Ls.

As some insight, I know for a fact that Koh and Miller on CA9, Pan and Millet on CADC, and Nathan on CA2 have all hired 3Ls before.

Confirming that Koh and Millett hire 3Ls, but they almost certainly require 3Ls who’ve already landed another clerkship, district or appellate.
