Judge Leon. Not sure why you would approach applying to clerkships based on a single issue, but to each their own. You better have great credentials/connections though, as clerkship hiring is very unpredictable and it'll be difficult to target judges.

I, for one, can't offer much help. I targeted anti-privacy/pro-surveillance judges in my clerkship search.
