Any sense on what the protocol is for having recommenders call some of the judges you have applied to. I have a prof willing to call but I'm not sure if I should ask them to call (1) now, or (2) if I get an interview

Don't feel like asking the CSO, they've done nothing for me.

In my opinion, it's more helpful in getting you the interview in the first place. Once you interview, the judge forms their own opinion and makes up their own mind. If I were in your shoes I would ask your professor to call now.

Is it acceptable to ask a prof who's writing your letter to call on your behalf if he/she hasnt offered?

You're going to be the best one to figure that out. It will really depend on the relationship. A casual prof who taught a class that you received an A in? Don't do it. A prof you've researched for and has said something like, "Let me know if there is anything I can do to help?" Definitely ask. In-between those two extremes? Use your judgment.
