My dream would be to get a position as an IRS Chief Counsel Honors attorney or as an attorney at a Big 4 accounting firm. I’m applying to law school either this Fall or next year. William & Mary and Richmond are the main schools I’m looking at, but I’m also looking into online JD options( Albany Law School’s FlexJD program and St. Mary’s online JD)
I’m sure Richmond or W&M would give me a much better shot at achieving my goal, but would a position at the IRS/Big 4 be out of the question with an online JD from Albany or St. Mary’s?( even with top grades)

You'll be able to snag a gig at the IRS or the Big 4 with a degree from W&M or UR. I wouldn't attend online programs.

Are you currently working ? If yes, then what is your current profession ?
If you are a tax accountant and do well in all tax law courses at a full-time ABA accredited Tier One (top 50) law school, then Big 4 firms should be interested.
Office of Chief Counsel will be much tougher to get without relevant experience and a solid academic pedigree.
Currently, the Office of Chief Counsel is hiring, but many are coming from Biglaw with Harvard Law degrees. Others have substantial tax accounting experience and law degrees with a Georgetown LLM (taxation) degree.
Do not do an online law degree if Big 4 and the Office of Chief Counsel are your career goals.

I read all of your Top Law Schools posts to date. Based on your undergraduate GPA of 2.6 to 2.7, I want to caution you that your thoughts of Big 4 and/or Office of Chief Counsel may be unrealistic.
Big 4 strongly prefers top grades in accounting and tax courses in both undergraduate school and in law school.
Office of Chief Counsel isn't likely.
Sorry, but I think that you need to be more realistic with respect to your career goals.
